Three re-elected Marlboro County Council members took the oath of office at Tuesday’s meeting.
Magistrate Judge Grover McQueen administered the oath to Charles Paul Midgley Jr., Kenneth Stroman, and Verd Odom.
New board member Dr. Damien Johnson will be sworn in at a later date due to self-quarantining. Johnson attended the meeting on Zoom.
Both Chairman Jason Steen and Vice-Chairman Corrie Plato were re-elected to their positions.

In other business, county council members:
— approved extending Emergency Ordinance #805- an emergency ordinance to declare a state of emergency in Marlboro County and other matters related thereto.
 â€” approved in the first reading in title only of ordinance #806 authorizing the execution and delivery of a fee-in-lieu of tax agreement by and between Marlboro County, South Carolina (the “County”) and Shorthorn Holdings LLC, acting for itself, one or more affiliates and/or other project sponsors (collectively, the “Company”) with respect to the construction of certain facilities at a location in the county (the “Project”) and other matters related there
 â€” accepted the audit report ending FY June 30, 2020, as presented by Sheheen, Hancock & Godwin, LLP.
— approved a resolution to restrict $500,000 in fund balance increase for use for non-recurring or capital expenses only. This restriction may be reevaluated by the council during the regular annual operating budget preparation.
 â€” approved the Workforce Development Area Designation Petition, Consortium Agreement, and Designation of Grant Recipient/Fiscal Agent relating to the implementation of the Workforce Innovation and Opportunity Act (WIOA).
— learned the daily COVID testing, which was being provided by Medical University of South Carolina along with Marlboro County EMS ended on Dec. 31. Folks needing to be tested are encouraged to visit the local Health Department, 711 S. Parsonage Street in Bennettsville Monday-Friday from 9 a.m.-3 p.m.; Palmetto Family Medicine Clinic, 316 2nd St., Cheraw, Monday through Friday from 7:30 a.m.-6 p.m.; or contact their primary care provider.
—  learned the initial phases of work on the county newsletter are being done. The newsletter will be done quarterly and mailed to residents.
—  learned general revenue funds for the six months ending Dec. 31 totaled $3,184,733. General fund expenditures through Nov. 30 totaled $5,841,607 of a $12,038,883 budget or 48.52 percent of budget year-to-date. As of the same date, the county has $2,421,529 in the four general fund operating accounts.
